            Senator Blair moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

            Eng. Com. Sub. for Senate Bill No. 384--A Bill to amend and reenact §60-8-3 of the Code of West Virginia, 1931, as amended, relating to the sale of wine; permitting sale of wine by wine specialty shops in resort areas in counties that have elected not to permit the sale of wine or alcohol beverages; and providing for $25 fee for one-day licenses for wine sales for artistic, athletic, charitable, educational or religious purposes.
